Rates enforcement. Please post a comment if you have any additional suggestions!

	Players should be free to use any rates desired - vanilla cs, the way VALVe designed the game. No rate management/revealators such as /setrates or /showrates.
	Optional say command '/setrates' (rate presets) to help people who are unsure about what rates to use. Flexible customization is allowed (unchanged to how it is presently).
	Forced rates selection menu pops up on connect (like the one shown from /setrates). Flexible cvar customization allowed thereafter.
	Forced rates selection menu pops up on connect (like the one shown from /setrates). Limited customizability thereafter - each rates preset (chosen connection speed) has an 'allowed' RANGE for each cvar it controls: rate, updaterate, cmdrate, interp.
	Forced rates selection menu pops up on connect (like the one shown from /setrates). NO customizing thereafter: rates locked to selection, everyone must use one of the rates presets.
